University of California SF pays ransomware

The University of California at San Francisco (UCSF) has admitted to paying a partial ransom demand of $1.14 million to recover files locked down by a ransomware infection. The university was struck on June 1, where malware was found in the UCSF School of Medicine's IT systems. Administrators quickly attempted to isolate the infection and ringfence a number of systems that prevented the ransomware from traveling to the core UCSF network and causing further damage. While the school says the cyberattack did not affect "our patient care delivery operations, overall campus network, or COVID-19 work," UCSF servers used by the school of medicine were encrypted.

The Knoxville Police Department regained use of its in-car computers more than two weeks after a ransomware attack shuttered the reporting system the officers use. KPD previously announced officers would not respond to car crashes unless they involved injury or a disabled vehicle blocking traffic because they couldn't access their electronic reporting system. Having officers return to "normal protocol" is another step in the city ridding itself and its systems from the ransomware attack. Late last week, officials said they do not intend on paying the ransom associated with the cyber attack and said they expected to have systems running in the next 10 days or so.

Reparations are a recipe for rancor. Under the guise of settling a grievance, they intensify and often eternalize it. They almost inevitably plant seeds of enmity that last for generations. However large the cost, the victorious side eventually feels it settled too cheap. And the side that humbly paid comes to recognize it paid too dearly and gained nothing more than a pause in the demands. Reparations don’t repair. They turn the original grievance into institutionalized animosity. The topic comes up because today’s doyen of racial resentment, the New York Times’s Nikole Hannah-Jones, says that monetary reparations are ‘What Is Owed’ to black Americans for centuries of slavery and ‘slavocracy’.

In a statement earlier today, Commerce Secretary Wilbur Ross has announced the U.S. is revoking the special trade status of Hong Kong in response to escalating encroachment by China in violation of the prior agreement for autonomy. It is a challenging status to modify because the administration does not want to reduce the ability of Hong Kong to operate as an autonomous economic region. However, at the same time Beijing is taking control of all systems within Hong Kong and as such policies must be adjusted. It would be an exercise in futility to expect China to retreat.

Of all the cop-outs in Supreme Court jurisprudence, Chief Justice John Roberts’s concurrence in June Medical Services v. Russo has to be one of the worst. The case was brought by abortion providers in Louisiana who bristled at having health and safety rules imposed upon them that made it harder to do business. They arguably lacked standing to represent the class supposedly aggrieved in this case — the very patients those rules were designed to protect from quack abortionists. Yet, they succeeded both in establishing their standing and in upholding the controversial standard that such requirements cannot stand, being overly burdensome to women who might seek abortions —
