Considering that Fulton County went heavily for Biden (especially the Atlanta area and south Fulton), 19,000 ballots removed from the tally would almost certainly reverse the election for Georgia.

I am guessing you can't have a chain of custody transfer for for ballots that were never put in drop boxes, just couriered in straight from the manufacture.
