One thing I've learned as an adult is that people who actually care about someone don't let them continually fail. Instead, they address that person's problems head-on, because people who care actually want you to succeed, and success often requires course correction. Neely was a homeless man with a long history of arrests who was suffering from extreme mental illness. If you leave the mentally ill to wander the streets, they will kill some innocent person, or themselves, accidentally or on purpose, eventually. This is absolutely barbaric. A civilized country should have hospitals and prisons for the mentally ill, with the 'not so dangerous' in the hospitals (locked) and the violent mentally ill in special mental prisons. No matter what it costs - it will be cheaper than the chaos, death and other mayhem that these people wreak on the country.

Untreated violent mental illness, 44 arrests, and an outstanding warrant is all I need to know. It is horrible NY and this nation cares so little for it's mentally ill citizens that it allows them to roam feral and free. That said the innocent populace deserves to be protected from those who wish to do them harm for whatever reason. You could not pay me any amount to ride a subway in a liberal city now.

Kansas is, AFAIK, the only state that still has mental hospitals. We have two of them. A friend used to be the chief administrator of one of them, and I was surprised to learn that Kansas hadn't closed them when that fashionable thing to do was turn all the mentally ill people out onto the streets. Unfortunately, the state had over 1,000 beds in 1990s and is down to only 250 beds now. Not a good trend.
