Sure! Amend the Bill. Plenty of time for House-Senate reconciliation meetings and then voting again. Has Biden started his four-day weekend yet? Seriously, we knew the Dems would stall and not perform the parts ot the Bill they didn't like even after it was signed into Law. And NGOs would be in Court delaying various provisions too.

We are entering the final stage of congressional fiscal irresponsibility. Failing to exercise their constitutional responsibilities on fiscal management, congress is faced with a decision to either go further down the debt rathole or to default now. Confess has lost the right to interfere, because interference is effectively a choice to default now. We had the guns and butter arguments during Nam. Fact is, we cannot make our massive transfer payments, our huge defense needs, our growing cancer of our administrative state, and our out of bounds debt interest. Our path must be altered. People like Kaine need to get outta the way.

This is not Keystone XL. As I understand it, all the studies and permitting were done when the Feds suddenly put everything on hold when the current bunch of crooks came to power.
