Governor Andrew Cuomo, before he was unceremoniously forced out of office, convinced state lawmakers to shell out over $100 million to purchase decorative LED lights to enhance the beauty of some of New York's most iconic bridges. (snip) but the lights ended up sitting unused in a warehouse for more than seven years until they were recently auctioned off for less than half a percent of the project’s overall cost.

The report fails to reveal how many lights were purchased (unit cost), how many were actually installed (any power cost saving) and how many were eventually sold. Not defending the project nor anyone involved but it is information which is important to the report but was not included

Article also fails to mention from whom the lights were purchased. My bet would be one of Cuomo’s friends who then kicked back a nice chunk of change to Randy Andy.
