It won't make any difference. Missing persons are found when people talk and share their suspicions. In many black neighborhoods 'snitches get stitches'. There is a built-in incentive to keep quiet.

This is offensive. Does Newsom believe that the public will ignore a missing child because of its race? This is ridiculous. Every child is important when they are missing. Excellent way to increase the cost by having duplicate systems (well, for blacks only) and increase the opportunities for administrative grift (well, for blacks only).
