For the past few years, Atlanta has been roiled by corruption scandals centering on the city’s decades-old program to favor minority-owned businesses in government contracting. The troubles started when Elvin “E. R.” Mitchell, Jr., a black contractor, began paying what became more than $1 million in bribes to city official and friend of the mayor Reverend Mitzi Bickers. Mitchell and his associates wanted to ensure that they could keep winning city-favored contracts and subcontracts for minorities, (Snip) Instead of righting historical wrongs, the policy has enriched a small subset of already-wealthy businesses, bred corruption and fraud, deepened racial divisions, and cost taxpayers countless billions of dollars

Don't forget the easiest scam of all. Install some figurehead/puppet minority as an 'owner' - voila! instant eligibility for set-aside contracts.

How it works. A minority begins a business, with no business, or experience. They take most of the money, then hire the cheapest subcontractors they can find to do the work. You won't be pleased with the quality of materials, labor, or the finished product.

I lived for many years in a largish Midwest city, and then lived for 5 years in the south near a town that had become majority black. In both instances there was a lot of corruption. It looked to me as if blacks said hey, we’ve been watching white politicians on the tax payer gravy train for years, so now that we’re in charge it’s our time to make bank.

ALL contracting is a scam. You hire someone for a big job. He sends a full crew for a few days, then fewer and fewer. Before long he is sending his people to other jobs and you get nobody. Then he dodges phone calls. If they ever do finish the job, it is often shoddy. Take him to court? Ok, pay your attorneys and then try to collect. I want a garage, but I'm not willing to go through the nightmare. I have yet to see an honest contractor in this area.

It's not all a scam, the government sometimes requires minority or women-owned companies to receive preferential treatment when bidding on contracts. DO NOT use one of them for computer programming, it is a guaranteed disaster.

I have seen it done this way as well. An existing contractor forms a new corporation and gives a minority 51% of the ownership thus being able to get contracts for jobs. The 51% owner is the CEO in name only. The existing contractor who owns 49% is actually running the operation and is winning more contracts through the minority corporation and is the primary subcontractor for the jobs . The minority owner makes out as well.
