The only economically literate answer to that question is nobody. That's right nobody. Any attempt to squeeze more taxes out of the economy will result in lower tax collections in the very near term as people adjust and the economy shrinks. I know people don't want to hear about the wonky stuff and I don't want to face up to what gravity is doing to me. We all have our limits on what we are willing to do for a given level of return; our price if you will. When the returns for a given activity are reduced it will impinge on someone's threshold. and they will drop out thus generating zero taxes from them. It's math, history and behavioral science.

It cannot be stated enough: Corporations do NOT pay taxes. The so-called tax is a cost of doing business and is passed on to the consumer. I can’t decide if leftists are ignorant of Economics or are deliberately lying. Probably both.
