Kansas has reached the next stage in its battle over government recognition of transgender identities. Democratic Governor Laura Kelly joined other Democratic state leaders in 2019 by allowing people to change the gender listed on their birth certificates. But the GOP-controlled legislature passed a new law this year overriding Kelly’s veto and defining gender as the sex of a person assigned at birth and ensuring that official state documents would reflect that reality.
