On Sunday, the White House grounds were evacuated after an initially unidentified item was found. A United States Secret Service spokesperson confirmed the event, saying: U.S. Secret Service Uniform Division Officers located an unknown item on the White House complex. As a precaution, the White House grounds were evacuated, and the DC Fire Departments Hazmat team responded. A hazmat team responded to the area of 18th St and Pennsylvania Ave, and the Secret Service blocked roadways around the White House. All roads have re-opened since, according to the spokesperson. D.C. Emergency Medical officials later deemed the item to be “non-hazardous.”

It's true that cocaine spray is used prior to some forms of intubation and in removing foreign objects from the nasal cavity, and has been used at least since the 70s, but that comes in a metal aerosol can, not a bag full of white powder. As an EMS paramedic working my way through college, I remember in the late '70s when the "crash carts" in hospital ERs, stocked with all manner of emergency cardiac drugs and equipment, started having to be sealed to prevent the liquid from walking off.
