My guess is the cost of living in Georgia is at least 30% less than California. And large swaths of the state of Georgia are only lightly populated - leaving plenty of elbow room for weekend getaways. I doubt many want to relocate to smog-choked LA and have to live in a tiny bungalow that costs $795,000.

Unions. It's all about unions. Georgia is a right to work state. California is not (at least in the entertainment industry). The reason "The Walking Dead" was filmed in Georgia was because of the lower, non union costs. A company doesn't need to pay someone $30 / $40 / $50 an hour to plug in electrical cables to outlets.
