OT, a little.

A given public housing project is likely to have quite similar apartments. And if you have thousands of rooms to clean up then perhaps doing the job with AI robots should be tried.

If the walls themselves are contaminated, figure a day to take down the old sheetrock, then another day with paint stripper & scraper crew to do the trim that cannot be just replaced, like the windows themselves. If only trim paint, rip it out and replace, only strip the windows.
New sheetrock, new window surround trim and floor trim, prepainted plastic foam type.

Done in MAX three days per unit with a 3 man crew. Probably, you´d actually have a separate low skills tearout crew then a skilled sheetrock crew, and skilled trim replacement crew.

Keep the unions out of it and it could go very quickly. But, union folks in NYC area probably earn $150-200 per hour and actually work 5 of the 8 hours they are paid for each day. Probably cost 500-600 "NYC hours" billed per unit, plus materials, so figure $120K or better per unit in NYC. In KC suburbs could probably do it for under $10K per unit.

The top chaplain of the Archdiocese for the Military Services has declared that Catholic troops may refuse to be vaccinated on the grounds of conscientious objection, reversing his previous position. Archbishop Timothy Broglio said this week in a statement that although he initially supported the Biden administration’s Aug. 24 vaccine mandate for all troops, he changed his position when “some service members” asked for religious exemptions. “This circumstance raises the question of whether the vaccine’s moral permissibility precludes an individual from forming a sincerely held religious belief that receiving the vaccine would violate his conscience. At least five people have been killed and two others injured by a man using a bow and arrows to carry out attacks in the Norwegian town of Kongsberg. Police arrested the suspect after he marauded through the town for 34 minutes firing randomly at victims and are probing a possible terror motive. Greg Abbott to block such mandates.
