For a casual observer of Chile, the election result might have come as a shock. A country that just a year ago seemed to be undergoing a progressive transformation, with a tattooed, thirty-something president taking office and an expansive new Constitution apparently on the way, now seems to be lurching in the opposite direction. ... While reasons vary somewhat by country, the insatiable appetite for drugs in both traditional consumer markets like Europe and the U.S., and increasingly within the region itself, is an obvious common thread.

As murders surge in Guayaquil, the city has moved up dramatically in international rankings of cities with the highest murder rates. In 2022, Guayaquil ranked 24 among what Insight Crime labels the “most murderous” cities. The city entered the list in 2021 at number 50, the first time an Ecuadorian city has ranked in the top 50 National Police reported 1,537 murders in Guayaquil in 2022 compared to 992 in 2021. Ecuador’s Interior Ministry blames 75% of the city’s 2022 homicides on criminal gang activity, most of it related to the transport of illegal drugs.CORRECTION*

New Delhi: More than 100 people have died of exposure to severe cold weather and carbon monoxide poisoning over the past two weeks in Afghanistan. According to a report in Tolo News, the State Ministry for Disaster Management said on Sunday that the deaths have happened in 15 provinces. The report further added, “At least 104 people have died in various provinces. At least 50 houses have been damaged or destroyed,” said Shafay Rahimi, a spokesman for the ministry. CORRECTIONS*

Kevin McCarthy came up short once again on Thursday as he lost the seventh House vote to elect a new speaker. The outcome will only increase pressure on McCarthy to end the impasse over his imperiled speakership bid, but it is unclear whether he will be able to pull it off as the situation grows increasingly dire for his future political prospects. The House is moving to hold an eighth vote.

Two police officers were killed, two more wounded and prison guards taken hostage Tuesday in the latest wave of attacks in a deadly gang war consuming Ecuador, authorities said.
Officials said "organized crime" groups responded to the transfer of detainees from the Guayas 1 prison with nine attacks using explosives and firearms.
The prison, in the southwestern port city of Guayaquil, is one of the main scenes of a series of bloody prison massacres that have left about 400 inmates dead since February 2021.

Twitter’s new owner, Elon Musk, says he plans a “content moderation council” and will not reinstate any accounts or make major content decisions before it is convened.
In May 2022, after Musk agreed to buy Twitter at $54.20 per share, he said he would reverse Twitter’s lifetime ban on former President Donald Trump if the acquisition went through.
Today, Trump praised Musk for taking over Twitter. The former president previously said he would not return to the platform, but it remains to be seen if he will now that the company is run by Musk.

The world’s richest man wants the West to more seriously consider the risk of nuclear conflict and World War III breaking out over Ukraine, as Russia’s hold over Crimea—illegally annexed by Russia in 2014—is thrown into question.
“If Russia is faced with the choice of losing Crimea or using battlefield nukes, they will choose the latter,” Elon Musk wrote in a tweet on Monday.
He continued: “We’ve already sanctioned/cutoff Russia in every possible way, so what more do they have left to lose? If we nuke Russia back, they will nuke us and then we have WW3.”

When Dashi Ergys was shot to death in an upscale Guayaquil restaurant in January, the media provided little information about him other than that he was Albanian. Despite the fact that he appeared to be specially targeted, many people assumed he was a tourist who happened to be in the wrong place at the wrong time.
It was more than a month later that a National Police commander revealed in comments during a radio interview that Ergys was under investigation for drug trafficking and that he was probably part of an Albanian mafia operating in Guayaquil, Manta and Esmeraldas, involved in shipping illegal drugs to Europe.
