He’s a one man menace, a walking tornado of trash. They call him the “Can Tipper” of the Upper East Side—and he can’t be stopped by the NYPD, homeless outreach workers or local politicians. For years, a homeless man has made a habit of knocking over garbage cans on a roughly 15-block stretch of Lexington Ave. around E. 80th St., frustrating business owners and residents who say they’ve been unable to stop the near-daily mayhem. “Everyday he comes in and says, ‘hey [expletives]’ and then a bunch of racist stuff about how I am Middle Eastern and how I shouldn’t be here,” said Habeeb Nasr

FTA: “Ah yes, I know him very well. I have had to kick him out many times. He comes in the store and tries to take candy from the jars,” said Robert Robles, 49, of Loft Opticians at E. 77th St. Robles said during one episode in late July, it took 10 cops two hours to calm the man down."
FTA: “It’s unbelievable that this guy with the same daily MO cannot be arrested. Just one unmarked car cruising his regular streets [and it’s] not possible?” one blogger wrote.

Gee, you mean when Mayor duh! Blasio used thousands of taxpayer dollars last year for a photo op-of him painting racist BLM graffiti on city streets, it didn’t solve this problem?

C'mon man, you wouldn't want the guy to get his hands and arms dirty digging through trash cans when it's so much easier to see the contents when they're spread nicely all over the sidewalk. Some people just have no empathy.

Well, on the plus side you can argue there is no "Sopranos" style organized crime in the area. Because this guy would've been set straight by now.

Many years ago, there was an episode of the original Law & Order that was eerily similar to this story. In that show, the homeless nuisance got wailed on by someone who had had enough with a piece of rebar.
I am surprised something similar hasn't happened here, as well.

Reminds me of a video going around last week. A pedophile had been walking past a grade school with only a T-shirt on and his p@@I$ hanging out. An outraged man was whipping him with a belt and yelling at him he better not come around again. The man was on the ground begging for mercy, none given though. Bet he doesn't do that again, at least in that neighborhood. Sounds like this 'mentally ill' man could use a good dose of that kind of medicine.

This is where direct action is the only workable solution.
Read about Ken McElroy in Skidmore, Missouri. Perhaps not that level of response required in this case, but there are times when 'official action' is useless.

He's a grossly overweight 48 year old barge arse. Follow him around for 2 or 3 days and every time he makes a mess pop him good and hard on the bridge of his nose. Won't be long before the dog learns to behave.

When law enforcement won’t deal with a menace such as this then victimized citizens have to take the law into their own hands. Of course these people will be demonized as vigilantes and will be arrested, charged and jailed if a well-deserved beating is delivered.
I’ve always maintained that New Yorkers are the biggest collection of masochists on earth so the trashing of their neighborhoods will continue.

Before Rudy became mayor the 'Squeegee Men' were a menace to the city and supposedly could not be stopped. Somehow Rudy stopped them in their tracks. Bring back the enforcement of all laws and all such nonsense will disappear.
