That's like saying federal money can be give to Planned Parenthood and direct that it not be used to fund abortions. Money is fungible. If I give someone a dollar for one purpose that frees up another dollar to use for the prohibited activity.
If the Palestinians had to live with the disastrous results of Hamas's actions, they might eventually get tired of it and get rid of Hamas.

Hamas started this latest war.The Damage to Gaza was a result of the attack on Israel. Hamas should pay for the repairs. Biden's plan to pay for the repairs would be rewarding the bad behavior of Hamas.

The "palestinians" homeland was supposed to be Jordan. They tried to overthrow the government and got kicked out. I believe they then went to Lebanon and ruined a wonderful country with their fighting and hatred. Now they claim they are the original inhabitants of Israel, and no matter how much money we send them, they spend it all on weapons and never quit get around to improving their own people's lives. I guess we have to pay to keep them going because the poor Saudis and other arab states can't afford it. They certainly don't want them, either. Syria, Egypt, Jordan, Saudis are all just arabs. The countries are artificial. The "palestinians" are just their proxies to attack Israel.

Thank you, #16. The rich Arab countries use the Palestinians to do their dirty work. They want Israel destroyed as much as Hamas does but they want to keep their hands clean. It is not the responsibility of the United States government to rebuild what was destroyed. We are suckers for allowing them to use us in this way. We are destroying ourselves financially each time we send more money to foreign countries when we cannot afford it.
OBiden’s illegitimate installation was the signal to begin the unprovoked attacks on Israel. The bad guys believed they had a kindred spirit in old Joe, and apparently, they were right.

This is a repeat of what happened during and after everyone of those past war-ceasefire cycles between Hamas and Israel in Gaza. We are not supposed to even think that any of that US money that Biden will now send to the Palestinians will be diverted and skimmed off through corruption both by US and foreign entities and individuals? Hamas is the paramilitary arm of the Palestinians who run the Gaza Strip, and Biden claims that they won’t get any of the US money that he intends to send over there. Give us a break!
Why is the US responsible in anyway to rebuild anything over there as it was the Palestinians who are responsible for the most recent conflict and damage when they started the war by firing rockets into Israel?

Those beautiful beachfront homes in Gaza once belonged to Israelis who were evicted in the name of some "peace" treaty in the past. Joe is now repeating the solutions proposed by both Carter and Obama to give Hamas what it wants so they will behave. The US Government stupidly has not learned that terrorists never go away when they know they can get more out of you. Why doesn't Joe copy his solutions from some of our better presidents instead of emulating our two biggest losers? Thanks to him we now have Three Stooges on the history books. Let's send "peace keepers" to build a democratic nation in Palestine. We can send some "woke" general and his staff, and they can give away cash and arrange elections, complete with purple fingers and toothless smiles from the electorate. We can send engineers to help rebuild the destroyed "Metro" system, too! People have to get around.
