The answer is almost certainly … Robert Mueller. But that doesn’t make for a good conspiracy theory, which Ted Lieu clearly wants to foment. Instead of acknowledging that Mueller returned to the explanation in his report about the potential for charging Donald Trump with obstruction, Lieu thinks someone “got to him” to steal the win that Lieu got during his examination of the special counsel: (Tweet) This is tinfoil-hat territory, not entirely an unfamiliar landscape for Lieu, for at least two reasons. Meuller politically stated the report did not exonerate the President. It didn't. Instead it found there was no collusion. Its a semantic point great to forment argument. If I was suspected of robbing a bank by unhinged individuals and there was an investigation which turned up that there was no bank robbery, I would not be exonerated either. There has to be a charge of crime to be found guilty.

Who got to Mueller? Why that would be Jerry Nadler and Adam Schiff. When Mueller himself said he did not want to testify, when the DOJ said Mueller should not testify, it was Nadler & Schiff that got to Mueller and made him testify. Who is Ted looking to blame?

A guy named Bill, A gal named Hillary, A guy named Barry, A state named Deep. A uranium named One; More recently a shyster named Weissmann.
"Straight shooter" Mueller has been corrupted for at least 20 years.
And now the difference between reputation and reality has rotted his brain just as badly as it rotted his soul.

Muller knows that the shoe is going to drop on FISA abuse. It has to. The evidence is already public and the IG is already on it. Someone is going to end up in Scooter Libby's old room at Club Fed, if only for the show. Notice how he acted so surprised at the Fusion GPS origin story? (Muller's Captain Renault moment: Shocked!) Muller is protecting himself with plausible deniability. Inspector Clouseau did such a bumbling job at his investigation that he didn't know he was part of a fraud to subvert the electorate. Yeah, we will buy that.

If the leftist and liberal Democrats, who are still trying to undo the 2016 election by removing President Trump from office somehow, for some yet unknown reason, were to out of the blue receive a telephone call from Vladimir Putin who told them that he would like to testify in behalf of Russia and while testifying he would clue them in on everything the Russians did in relation to the 2016 election, do you think that the Democrats would invite Putin to come and testify?
If Putin were to appear and testify, his presentation would most likely make Mueller’s presentation of this week look like child’s play, result in big time Democrat political panic, and you can bet that the likes of Congressman Lieu would not like what Putin had to say one bit. Then the Democrat conspiracy theories would really fly! Especially if Putin were to stop by for lunch at the White House with President Trump.

I'll answer the question, since Mueller was under oath, and had already stated the DOJ rule was NOT part of the consideration to not charge a sitting president, thus, Mueller didn't want a possible perjury charge.
Yet, it didn't stop Lieu and other Democrats from saying the only reason Trump wasn't charged was due to the DOJ rule stating they don't charge a sitting president, despite Mueller correcting his testimony prior to Lieu stating this on CNN, and despite KNOWING the truth prior to doing that CNN interview.

Seriously, the masterminds who set up this coup chose the nastiest Dem lawyers they could think of, and then got Mueller the RINO (how ecumenical - fair and balanced?) to give his name and his face as its front man. Mueller was effectively set up by the very perpetrators of this hoax, who never dreamed it would go on into in-person hearings. It was supposed to get the President indicted or just turn out a propaganda-filled report, undoubtedly composed by (ask Sidney Powell) Andrew Weissman.

The raise of the right hand and swearing that you will tell the truth so help you GOD will sometimes compel a man to consider his words and quickly correct any misstatements. I hope this was his motivation. That, or he had a vision of Barr restoring the death penalty for treasonous and seditious acts.

Here is the silver lining of this debacle. Thirteen snarling, barking, snapping, yowling, hate-filled, devil-inspired, Hillary loving, Hillary donating, lowlife lawyers given 2 1/2 years and unlimited funds COULD NOT find any kind of crime, collusion, conspiracy, obstruction with which to persecute/prosecute/hang/harrass our dear President.
