A confidential Internal Revenue Service legal memo says tax returns must be given to Congress unless the president takes the rare step of asserting executive privilege, according to a copy of the memo obtained by The Washington Post.
The memo contradicts the Trump administration’s justification for denying lawmakers’ request for President Trump’s tax returns, exposing fissures in the executive branch.

I doubt the memo is even real. Congress is not all powerful to demand anything it wants.

And once again the WaPo shows that it only reports the news that fits the liberal narrative. It's not a newspaper, but a wholly-owned subsidiary of the Democratic party.

What exactly makes PDT asserting executive privilege "rare?" Was it rare when Obummer used it, or any other President before PDT, for that matter?

If the memo actually exists it is a “draft” memo that does not constitute a final decision by the IRS. Another “deep state” leaker at work?

Who wrote the memo? Why was it written? Who authorized the memo to be written? At what level was the authorization, if it exists. given? If it exists we still do not know that it was or is true IRS policy.

Democrats are desperately trying to nullify the power of the Executive branch. They want the legislative branch to be the prominent power in Washington until, of course, another democrat is elected President. Right now though they need the power to continue to harass and distract this President because they fear him. They must sully him in any way to keep their “Trump bad” narrative going.
The irony is that most if not all democrats could not survive a look into their financial shenanigans. Unpaid taxes, illegal donations, no bid contracts given to their families, shady stock deals, etc., would all be exposed. They are so irrational when it comes to President Trump because he represents someone they cannot control and was elected by a majority of Americans who are wise to their game.
Who knows, this “leaked” memo was possibly written by someone at the WP. We all know they are more than capable of manufacturing a narrative. Who even reads their garbage anymore? The only time I read anything by that paper is when I will read the lead in paragraph posted here.

A lawyer friend of mine employed by a Federal agency used to laugh about how many times he'd been instructed to draft legal memos on a both sides of a particular legal issue. Every year or so, he'd be told to draft a memo one way or the other. Luckily, he kept all of his previous memos, and would just dust off the one with the desired result, update the citations and hand it in to whoever requested it.
