A Chinese restaurant in Queens was vandalized Saturday afternoon by a regular customer who had been kicked out of the establishment earlier in the day for not wearing pants, the owner said. A large percentage of homeless are either mentally ill or substance abusers. The laws in most places are written such that there's pretty much nothing that can be done for them until after they have proven themselves a physical threat to themselves or others. Walking around without pants isn't enough. Smashing the place up is. Unfortunately, that's what it takes. I won't go into why but I have knowledge of how this all works.
