We are signing a peace treaty/plan. You can tell it is an election year. Another Democrat up for reelection is sure to bring up another useless war resplution supported by the usual RINOs and all Democrats (minus Fetterman).

I'm not the news junkie I used to be so could someone explain to me why these Senate votes are always short of the 100 senators who are supposed to be representing their respective states? This time five are MIA. I know there can be valid reasons but five?

No, but that won’t stop the angry backbiting over an agreement that looks like it could significantly weaken Iran’s ability to cause trouble in the Middle East.
