After the fall of Syrian dictator Bashar al-Assad in December 2024, Russia has scrambled to transfer military equipment to other areas, including eastern Libya. Experts question Russia’s long-term strategic goals and fear the expanded presence of mercenaries and military personnel could further destabilize Libya, Sudan and other nations in the region. The Kremlin increasingly has used Al-Khadim air base, about 100 kilometers east of Benghazi, as a hub for conducting operations, supplying arms, and trafficking resources in and out of the restive Sahel region.

Comments:

Could there be logistical reasons for US seeking to make a third-country deportee deal with Libya? Libya has two competing governments. A Western internationally recognized government in Tripoli, and an Eastern government in Benghazi supported militarily by Russia. Libya is right on that list of deportee counties with South Sudan, and Eswatini.

Russia is running out of volunteer soldiers (though plenty of bodies will become available when conscription begins), period -- and that includes the kinds of "soldiers of fortune" (e..g. Wagner) who can stir up trouble in sub-Saharan African nations. While those kinds of people were plentiful, Russia could and did supplement its foreign trade holdings to include precious metal supply chains and gold. However, Russia now appears to be on glide path to economic ruin, so I expect their successes at fomenting revolutions in parts of Africa formerly aligned with France will be reversed. The last thing anyone outside Russia needs is for this country to add to its gold reserves...
