Federal Emergency Management & Disaster Response plans can authorize extended government powers for the continuity of government. Pretty deep stuff. Can neutralize elements of the Constitution & Bill of Rights.
Cutting off public communication sounds scary. That's one of the preparatory components of US military offensive military operations.

Get your CB radios and handhelds while you can. All low tech analog communications, but they work.
My personal favorite is the Baofeng/Pofung UV6R. Can broadcast and receive on any frequency and dirt cheap. Hard to program though.

Dont forget short wave radio. The bands are not very active anymore, but the radios are dirt cheap and have digital front ends now. Operating them is a snap and they can receive broadcasts from all over the world. If governments start messing with the internet those old transmitters will certainly reappear.
In the 1980's you could hear pirate radio stations around 7414 kHz, though I dont know about nowadays.

This law is to try to prevent treason and/or sabotage. It's not as draconian as it sounds. It can be reasonable, and it can be misused.
It's naive to believe that ham radio, CBs etc. cannot be silenced. Under martial law they may shut down all unauthorized communications, including by making such communications punishable by imprisonment, and it's probable the courts will not get involved (any more than they did in WW2 with the internment of the Japanese). Judges believe themselves to be incompetent to second guess such decisions during war.

During Katrina cell phones were useless in Baton Rouge. I was told the feds took over and needed the lines for their use. When I was working in the shelter in Baton Rouge, sometimes my phone would work, because it was an out of area number. We had a CB operator drive to the shelter and communicate for us about whether there was room in other shelters. I had to drive to a nearby church to let them know about some FEMA information.

FYI: All of the old style electronic communications are subject to tracking and jamming. And honestly, unless you're operating a set with tubes, the're not hardened, either. In the event of nuclear war, we would be back to on foot delivery and pen and paper.

Face it, the government can do anything they want, say anything they want, and the bulk of media outlets will assist. The only thing restraining them is the presence of Christians, and when we're gone, it will get ugly. My lib sister has a big problem with God "allowing" evil. God gave us commandments and appropriate punishments FOR evil, to keep it at bay. Man has completely dropped the ball. Then man blames God for the resulting problems.

In re #13 and a few others, I too considered becoming a ham radio operator back during my earlier days. I built several Heathkits including a transceiver but then college days got in the way and my interests went in a different direction and I never got my license. But the transceiver in particular still works despite being powered with vacuum tubes that are as old as Moses. These days I use a separate short-wave radio that is solid state. The conversations among the ham operators remains most interesting. The best communist propaganda of the time was Radio Prague. Boy, were they good at pitching the anti-American spin.
We take today's electronic age with a grain of salt. The prospect of our own government disrupting the communications network and financial system would seem plausible if it means shutting down citizen unrest. Nothing would surprise me at this stage. Especially with biden the cheater sitting at the Resolute Desk and the dims currently in charge.

Kind of gives a whole other reason for all the sabre rattling and desire for a major war.
How is this for a conspiracy theory:
Shut down communications in October due to war, allow only some hand picked networks back up in February to find that some how the Democrats swept the mid terms and our only news sources are CNN, MSNBC, The New York Times and Washington Post and Facebook online for the foreseeable future because they are the only ones the government can trust during this time of war.

In the event of nuke attack, wouldn't the resulting EMP from the nukes knock out communications for the average citizen even if they happened to survive the nuclear attack? Also, wouldn't cars be affected as well, or have I been watching too many movies?

Presidential Emergency action documents (PEAD) were originated during the Eisenhower Admin and basically give POTUS dictatorial powers. They were establiehed to react to a nuclear attack when thete wad not enough time for Congress to respond. Over the year they have been expanded to almost any "national" emergency. And, of course, the dims filed a bill in Congress to kill them while Trump was in office. Haven't heard a word since the French toilet was inaugerated.
BTW the 0 expanded presidential policy to "assasinate" foreign agents by drone attack to "imminent threat"- what ever that means.

This theory was also put forth by Q over 5 years ago. Do expect the grid to come down. Do expect false flags like we're seeing now but they'll get worse. Do you thing that all of a sudden all these shooting events happened right before the NRA got together in Houston. They are ready to take us into Socialism. The New Green Deal is part of it. The Democrats are getting very desperate. They want to get rid of the 1st and 2nd Amendments immediately. The rest of the Constitution will be next.

I'm an Extra class ham and there aren't enough people who have radios of any kind to be cohesive. Even UHF/VHF talkies are only good for a few miles without repeaters, and the government knows where everyone of them is. CB would be worse, as everyone and their cousins would be talking at the same time making it useless.
Personal radio is great under normal circumstances, but a full-on attack against us, perpetrated by our government, is very different.

The government if the United States is wicked and corrupt beyond comprehension--and it's not just Biden and the democrats. The CIA motto of “We’ll know our disinformation program is complete when everything the American public believes is false” has been fully realized. This would not have been possible without the full support of the media. It has been very painful for me over the last several years during which I sadly came to this conclusion. I finally understand why so many countries hate us, our government has done terrible things to them, as well as to us. We are lied to about everything. The Brennan Center is ABSOLUTELY NOT NON-PARTISAN. I have worked with them in the past. I know the players. It is a den of woke, elite over educated socialist/communists Trump hating democrats. The only reason they are even commenting on this is because these are decades old plans from the Bush administration. Here y'all look at the shiny new object we are throwing out there for you to fret about.
You just know there are a bunch of spanking brand new plans from the Biden/Obama administration just waiting to go into action. I'll wager the Brennan Center even had a hand in drawing them up. Our country is gone...has been for a good while. Remember NDAA 2012 when they made it legal for state sponsored propaganda to be used on American citizens (and the information doesn't need to.be truthful either) and where the Feds can now indefinitely detain anyone for any or no reason at all (even though it is unconstitutional)? We are no longer free nor do we have rights. Unless we start to stand up and speak out NOW...IMMEDIATELY....we will be enslaved forever more. Look it all up.
