During the last two years of the Obama administration, some unusual purchases were made. Large quantities of ammunition were purchased, as were firearms, mostly for somewhat obscure agencies or agencies with no real need for such weaponry. Estimates are that over 1 billion rounds of ammunition were ordered, which resulted in making ammunition scarce for the normal civilian market.
Also significant was Obama's troublesome statement made during his campaign, as follows
We cannot continue to rely only on our military ... we've got to have a civilian security force just as powerful

I wondered about this for a long time also. My take? They are sitting in warehouses (probably in different geographical locations) waiting to handed out to .......who knows. Any guesses?

Excellent point! Remember the 10 million rounds ordered for several obscure police departments in Federal gov't? All orders combined made it more difficult to obtain, driving up consumer prices of 9mm and 5.56mm ammunition until more foreign made ammo made up the gap. I always thought this was a communist/leftist trial balloon to see what would happen if one day the Feds decided to call in all ammo for strategic reserve, but perhaps it was far more sinister...

0bama and the liberal Democrats, probably didn't think that they could rely on the military, and weaponized their favorite agencies. Someone should check on the IRS, EPA, Dept. of Energy, Transportation and the rest. Someone knows where it's at.

Great conspiracy theory, but just like when it first came out, I'm not biting. Ammo is expensive, and gets used up rapidly in training and qualifying.
Typically police departments require qualifying bare minimum once a year, often twice a year, say one practice run and one actual qualifying run, at 50 rounds each run. So, 100 to 200 rounds per year per officer for qualifying, at least.
Those dollar numbers sound like a big deal but $61,000 for ammunition today will get you much less than you might guess. For example, if you are buying top grade, FBI-test compliant self-defense handgun ammunition, which I am sure that they do, it is typically about $0.50 a shot, if purchased in large quantities. Rifle ammo for SWAT use is normally over $1 per shot. So, $61K, gets you ~120,000 rounds of handgun ammo, or 60,000 rounds of rifle ammo. If you qualify 200 officers twice a year, a pretty small force, you would use perhaps 20,000 rounds, twice a year, 40,000 rounds per year. So that $61K might last three years of qualifying ONLY for 200 officers. If you do any training, it goes MUCH faster, maybe gone in one or two years. Qualifying is a bare minimum usage, to show that skills are retained, not to build skills.
The guns will still exist, no doubt, but the ammo is probably largely consumed by now. One online source puts total federal sworn LE officers at 750-850,000. If each qualifies once a year with 100 rounds, that would require 85 million rounds per year, at a cost of probably $42 million per year, if all handgun ammo, half the round count if rifle ammo. This is very, very minimal levels of use, very low.
Many will train and qualify more often, using two to six times that amount per year. They could easily be using 300 million rounds per year in training and qualifying, and NOT be what I would consider "well trained". When I was training seriously for competition, I shot at least 5,000 rounds per year, and often 10,000 rounds per year. USN SEALs shoot something like 50-80,000 rounds per year PER PERSON in maintaining skills at a very high level. Shooting under 500 rounds per year for training and qualifying is fairly minimal training, actually.

Good analysis #8. But I wonder if indeed those agencies actually were issued those weapons and trained with them.. Or were these essentially shadow purchases using the agencies as a cover.

Captain Dick Marcinko once bragged that Seal Team Six used more ammo in training than the entire US Navy did. Obama couldn't organize a one car funeral so I would be surprised if his brownshirt army is any better than the riff-raff we see out there rioting.

While #8 makes a good argument, I would counter that those rounds for training and competency were budgeted for those legitimate LEOs through their affiliated agencies. The question remains, what were some of these more loosely defined "enforcement" groups doing with their purchases, and were these one-off acquisitions or part of an established on-going departmental budget?
Not to bite on the conspiracy theories, but a lot of conservatives are thinking that all they'll need to do when this current conflict turns hot is squeeze off a few rounds and antifa will run. It very well may be that someone has planned for replacing the Molotovs and pepper spray with some a bit more lethal. Maybe most won't arm, but for those liberal "gun clubs" he mentions, I'm betting some of them are training with deadly intent. Just sayin' that we should get too cocky with the notion that the soi-boi crowd won't be shooting back...

#14, your first point is correct, and these numbers which were put out there during the Obama admin were extracted from agency budget info.
And as to the soi-boi's shooting back, while I sincerely hope it never again comes to American's fighting on our own soil, if it does happen, I would expect that, but I wouldn't expect much skill level. But, there may be a few that have a clue, and even an idiot with a rifle is pretty dangerous, never to be taken lightly, for sure.

As several posters have said, Obama was perhaps weaponizing his agencies since he couldn't be sure that military, local and state police would follow his orders and shoot fellow Americans. He probably thought his bureaucrats would do his bidding. There are way too many government employees who consider themselves better and smarter than the citizens they are supposed to be serving.
