Madrid - Marathon U.N. climate talks ended Sunday with a slim compromise that sparked widespread disappointment, after major polluters resisted calls for ramping up efforts to keep global warming at bay and negotiators postponed debate about rules for international carbon markets for another year.
Organizers kept delegates from almost 200 nations in Madrid far beyond Friday’s scheduled close of the two-week talks. In the end, negotiators endorsed a general call for greater efforts to tackle climate change and several measures to help poor countries respond and adapt to its impacts.
U.N. Secretary-General António Guterres said he was “disappointed” by the meeting’s outcome.

Why Spain? Because someone in charge wanted a vacation in Spain. Next year it will be Egypt because they haven't seen the pyramids, yet.

Guess, Uncle Sam was not around to be bullied into paying for things that others should be willing to do and pay for, because it's the right thing to do, right?
And, maybe, if there was actual empirical science behind the statements, it might have a bit more gravitas.
As it is, they've been caught lying and cheating about the numbers, changing numbers to fit their hypothesis, and a host of other shenanigans.
The temperatures could rise, might rise, likely will rise.
The sea levels could rise, might rise, may rise - nothing definitive.

In other words, since the USA pulled out of this hoax for self enrichment, the UN can't use any of our taxpayer money for redistribution - ergo the failure.

See, Congress is not the only body on Earth that has no problem with wasting time and money and extending the waste when they are having fun. The poor countries of the world have far greater problems than a few molecules of carbon in the air and the advanced ones want somebody else to pay for the "cure."
There was a hilarious bit of film on PBS over the weekend, it showed the devastating forest fires in Australia followed by the cold and snow across our Northwest, both results of Global Warming. Can't these people see the lunacy?

No, it isn't and that is the start of the fantasy. Emissions could NOT be cut anywhere near that level without catastrophic consequences to humanity. Even if wind and solar were viable replacements for fossil fuels, which they are NOT, they could not possibly be built to such levels in 30 years, if ever. Further, their own deeply flawed science tells them that, even if they do these draconian, brutal things, the impact on global temperatures will be trivial; nowhere near limiting the projected temperature rise (another fantasy figure) to 2 degrees celsius.
Based on an unproven threat, we are being asked to destroy civilization using unachievable techniques that have no possibility of achieving the stated goals. How do you spell FAILURE?
Rational people should be celebrating the failure of the Alarmists to perpetuate their fraud.

This maintains the essential element to their Marxist dream (the uber-elitist redistribution of wealth under the guise of sharing prosperity), but gives up the charade of emissions credits that tried to hide the redistribution racket, and goes straight to the money redistribution. The goals and techniques are basically unchanged, but they're no longer clothed in the flimsy fraud of emissions management.
Somebody finally realized that the emissions thing wasn't hiding anything, since it was obvious that the world's worst emitters were being given a bye in the way the controls were being so unequally applied -- that the factor that actually determined how much a country's emissions were being stifled corresponded to their estimated wealth, not their estimated emissions.

No surprise here. Without US funding this "fake science", the biggest polluting developing countries, like China and India have no incentive to clear up their own choking air. Why did the UN go to Spain for this? Don't we have a building in New York City to conduct business? How many private and commercial airlines were used during this summit? Bueller?
