AP reports a divided three-judge panel from the U.S. Court of Appeals for the District of Columbia Circuit suspended its decision until Aug. 3 to allow more time for Biden to consider another appeal. The outlet notes the panel’s 2-1 ruling found there is a “substantial” public interest in disclosing the musings Biden wants to shield from view.

Rep. Andy Ogles (R-TN) is introducing a bill on Tuesday that would protect pregnant women in surrogacy arrangements from being forced into abortions. The bill, called ‘‘Preventing Forced Abortions Act of 2026,” would bar federal courts from enforcing any provision in a surrogacy contract that requires the surrogate mother to have an abortion at the request of any intended parent or party related to the contract. The bill would also require courts to enforce that surrogate mothers are still compensated and not punished for refusing to have an abortion.

In a long-overdue action, the federal government is moving to protect taxpayers against systematic fraud in California and Minnesota: Health and Human Services Secretary Robert F. Kennedy Jr. said Tuesday he’s stopping more than $1 billion in federal Medicaid payments to California and Minnesota over suspected fraud. “We are not sending Medicaid dollars out the door until we have confidence that they are being spent lawfully and appropriately,” Kennedy said at an announcement on Tuesday. That certainly isn’t happening now.

A software error in New Jersey’s Motor Vehicle System led to about four hundred non-citizens voting several years ago, New Jersey Governor Mikie Sherrill announced on Tuesday. The error, which occurred under Governor Phil Murphy, added about 6,600 individuals to voter rolls even though they had indicated that they were not citizens. Sherrill’s announcement comes as Secretary of Homeland Security Markwayne Mullin alleged that New Jersey had tens of thousands of non-citizens on its voter rolls last week.

A Michigan appeals court on Monday overturned two more convictions related to the 2020 kidnapping plot of Democratic Gov. Gretchen Whitmer, ruling that it was obligated to overturn the convictions based on precedent. Pete Musico and Paul Bellar were previously convicted of providing material support for an act of terrorism in the plot, alongside Joseph Morrison, whose conviction was overturned by a different appeals panel last month.

California GOP Rep.
