US ends tariff exemption for all low-value packages

Original Article

Posted By: sunset, 7/30/2025 8:43:25 PM

The United States is suspending a "de minimis" exemption that allowed low-value commercial shipments to be shipped to the United States without facing tariffs, the White House said on Wednesday. Under an executive order signed by President Donald Trump, packages valued at or under $800 sent to the U.S. outside of the international postal network will now face "all applicable duties" starting on August 29. Goods shipped through the postal system will face one of two tariffs: either an "ad valorem duty" equal the effective tariff rate of the package's country origin, or, for six months, a tariff of $80 to $200 depending on the country of origin's tariff rate.

Comments:

Shein and Temu and the rest of the globe will need to factor in 10-25% tariff on their mail order exports; up from 0%. The U.S. taxpayer has been subsidizing deliveries of all these foreign packages for decades because the U.N sets the price for international mail to the US that is lower than any American businesses are allowed to ship for inside of the US. A long-standing arrangement between the U.S. Postal Service (USPS) and the Universal Postal Union (UPU), the postal arm of the United Nations, allows China (and other countries) to set lower postal rates for packages sent to the US. This means a Chinese seller might pay $1.40 to ship a one-pound package within the US, while a US business would pay $6.30 for the same service.

FTA: "Trump is acting more quickly to suspend the de minimis exemption than the OBBBA requires, to deal with national emergencies and save American lives and businesses now," the White House said, referring to the bill known as the One Big Beautiful Bill Act. The article doesn't say who initially set the "de minimis" exemption that Trump is suspending by executive order. It matters if it was set by Congress, under an Article 1 authority. The OBBBA, signed into public law earlier this month, is set to repeal the exemption on July 1, 2027. There is no Article 2 authority to set or eliminate tariffs, which the framers of our Constitution (e.g., founders of our country) specified as a legislative act.

The President's Executive Order authorizes the Secretary of Treasury to modify the duties exemption as relates to 19 U.S. Code § 1321 - Administrative exemptions. Implementing previously waived duties looks to be perfectly lawful per the code. (a)Disregard of minor discrepancies in collection of taxes and duties; admission of articles free of duty or tax; The Secretary of the Treasury, in order to avoid expense and inconvenience to the Government disproportionate to the amount of revenue that would otherwise be collected, is authorized, under such regulations as he shall prescribe, to— (2)admit articles free of duty and of any tax imposed on or by reason of importation, (b)Reduction or modification of exemption The Secretary of the Treasury is authorized by regulations to prescribe exceptions to any exemption provided for in subsection (a) whenever he finds that such action is consistent with the purpose of subsection (a) or is necessary for any reason to protect the revenue or to prevent unlawful importations.

I have never ordered from Temu but went on their website once. Lots of cheap Chinese krep, but very low prices on other stuff. Now I know why their prices are low. The best thing this country can do is kick the UN out of the US and quit donating to those grifters. They have been slyly undercutting us for years while letting us pick up the tab. We will never have a better chance now with DJT in the White House. Let's also do all we can to get a big Republican turnout in the midterms.

#2, is correct. And claiming the duty free exemption for goods valued under $800 is an emergency that threatens lives is absurd. It's an abuse of a legislative delegation by Congress designed to protect American lives and national security. The obvious absurdity of the greatest country on Earth cleaning it needs to tax $800 parcel shipments that American citizens want to buy for national security reasons is an insult to everyone's intelligence. In fact, this measure will do the opposite. How many border and protection officers are going to be redirected from actually protecting our borders to collecting trivial taxes on parcel shipments?

9, you think, thousands of border patrol agents will be sitting at the border and ports manually checking every package and collecting a fee for each one? It's all automated by computer with spot checks to catch cheats and drug dealers. There won't be a single extra person taken off real border patrol to deal with this.

A Navy pilot safely ejected from an F-35 jet moments before it crashed into a Fresno County cotton field in a fiery blaze Wednesday evening. The crash occurred about 6:30 p.m., not far from Naval Air Station Lemoore, the U.S. Navy said in a statement. The wreckage of the military jet burned as deputies with the Fresno County Sheriff’s Office, paramedics, firefighters and officers with the California Highway Patrol responded to the field north of the base. Emergency officials on the ground found the pilot with a parachute in a nearby field. A helicopter transported the pilot to a hospital for evaluation. “He is expected to be OK,”

Harvard is now open to settling with the Trump administration. The Ivy League university is considering a $500 million deal as a way to end its months-long battle with the administration, according to the New York Times. News of the possible deal comes shortly after Columbia University agreed to a settlement as well, agreeing to pay more than $200 million for its antisemitism violation. With the Harvard settlement talks reportedly ongoing, the administration is now turning its attention to Duke, alleging the university has violated the Civil Rights Act. “Duke is being accused of sort of a reverse discrimination policy in selecting members of their law journal, their medical journal.”

Stein's liberal agenda in its tracks. We are standing strong for common sense, parental rights, women, minors, businesses and freedom for North Carolinians. All 30 GOP senators voted for the overrides with 19 Democrat senators voting against them. Those overrides, however, must be ratified by the N.C. House. That vote may be months away. The bills overridden include measures to: Senate Bill 50: This bill would ensure that North Carolina becomes the 30th Constitutional Carry state.

Gun laws are changing in North Carolina. Two bills originally vetoed by Gov. Josh Stein have been overridden by the north Carolina legislature. There were a lot of people focused on a bill that would permit guns on the property of private and religious schools. State senators voted to override Stein's veto of House Bill 193 Tuesday, which would allow certain employees and volunteers at private and religious schools to carry concealed guns on campus, if allowed to by school leadership. Supporters say it provides protections similar to a public school, where there are school resource officers. The average time response time for law enforcement is 14 to 20 minutes,"

President Volodymyr Zelensky’s anticorruption policies have already provoked Ukraine’s first antigovernment protests since the Russian invasion in 2022. Now, it seems, they may cost the country a portion of its foreign aid from the European Union, in a clear rebuke from the bloc, once a staunch ally. The European Union said on Friday that it would withhold 1.5 billion euros, or $1.7 billion, from an overall fund of 4.5 billion euros whose disbursement is dependent on achieving good governance standards and that can’t be used for military purchases. James Wasserstrom, an American anticorruption expert, said in an interview that “the luster is definitely coming off” Mr. Zelensky’s wartime leadership

The ruling stems from a lawsuit brought in San Diego by a coalition of gun owners and gun-rights groups that alleged the law infringed on the Second Amendment rights of California residents. The California Attorney General’s Office argued the law was a safety measure that prevented people who shouldn’t have firearms and ammunition from obtaining them. She’s been very vocal about U.S. policy toward Mexico. For example, she said she would offer legal counsel to her citizens that were here illegally that were picked up, she thought, unfairly or too violently by Immigration and Customs Enforcement. She also said that the United States had no business taxing remittances—that is money that Mexican nationals here, for the most part illegally, send back to Mexico. She said, “Do not come into Mexican national ground if you’re going after the cartels.”

International law — particularly Article 1 of the 1933 Montevideo Convention — defines the criteria for statehood: a permanent population, a defined territory, an effective government, and the capacity to engage in relations with other states. Yet neither of the two Palestinian political entities meets these criteria. By choosing to recognize a "Palestinian state" that clearly fails to meet these established criteria, France departs from any international law. Macron's declaration is not a matter of legal recognition, but a political gesture — ideological and electoral — masquerading as diplomacy.
