Donald Trump is due a $1 million tax refund on his controversial Chicago skyscraper - but state attorney Kim Foxx's office is trying to stop him from getting it.The billionaire ex-president is in line to receive the windfall after the Illinois Property Tax Appeal Board voted 5-0 to refund the amount levied on the Trump International Hotel and Tower's commercial units for the 2011 tax year.
