Rochester’s mayor lied to dodge responsibility about when she learned details about her police department’s handling of the suffocation death of an unarmed Black man in police custody last year, a city-commissioned panel said Friday. Mayor Lovely Warren had said she didn’t learn until August that Rochester cops had slipped a hood over Daniel Prude’s head to keep the mentally ill man from spitting at them during his March 23 arrest after he was seen running naked through the streets.
