To understand just how shoddy the FBI’s work was in securing a Foreign Intelligence Surveillance Act warrant targeting the Trump campaign, you only need to read an obscure attachment to Justice Department Inspector General Michael Horowitz’s report.
Appendix 1 identifies the total violations by the FBI of the so-called Woods Procedures, the process by which the bureau verifies information and assures the FISA court its evidence is true.
The Appendix identifies a total of 51 Woods procedure violations from the FISA application the FBI submitted to the court authorizing surveillance of former Trump campaign aide Carter Page starting in October 2016.A whopping nine of those violations fell into the category called: “Supporting

If you were to try the "no bias" on for size that would lead to a far bigger problem than an effective agency turned into a political arm of the democrat party. Perhaps less sinister but a complete Keystone Cop cluster ....something.

FTA: To put that in perspective, former Trump aides Mike Flynn and George Papadopoulos were convicted of making single false statements to the bureau. One went to jail already, and the other awaits sentencing.
The FBI made nine false statements to the court.
The FISC judges apparently are untroubled by these false statement by the FBI and attested to by the DoJ. Neither, apparently is Chief Justice Roberts, who oversees the FISC judges, especially since these lies to obtain the FISA warrants were known in early 2018. Which makes the fact the CJ Roberts is to preside over the Senate’s impeachment trial of President Trump, the target of the FISA warrants, rather frightening.

Carter Page ~ re: exculpatory information.
The coup conspirators (FBI/DOJ/CIA) inadvertently left out of the package the fact that Carter had worked for a good number of years ~ we don't know how many ~ as an undercover US intelligence source.
Around here everybody remembers the Valerie Plame scandal where supposedly a leftwing (Ukrainian origin) secret undercover agent at the CIA had been OUTED by somebody.
The Democrats held that such a revelation should send someone to prison, and they pointed their fingers at Vice President Cheney and his staff assistant "Scooter" Libby (in fact it was Richard Armitage and Colin Powell)
The Democrats demanded that Cheney be put on trial and then imprisoned.
I submit that the outing of Carter Page by Mueller is certainly worth examining in greater detail, but beyond that, we need to look into the TRUE MOTIVES of the FBI/DOJ/CIA geek squad members who decided to WASTE a valued intelligence asset.....
Then, send them to hard times prison..... or perhaps worse!

If you committed 51 violations and made 9 false statements,
would you be going to jail?
The administrative state must never be allowed to exempt itself
from the casual pain it inflicts upon the public

I'm guessing that instead of a conspiracy/deep state coverup, The IG is trying to get the job done without a full scale Constitutional Crisis that could take us into unprecedented territory.
He's trying to dismantle the powder-keg and thought it was wise to leave the matches in the office.

The important thing to remember here is that these operations are set up to monitor foreigners. It is only through the special exemption of the FISA court that US citizens may be monitored. Given that the targets were members of a Presidential campaign you would think it would behove the FBI and FISA court to be absolutely scrupulous in process and in the level of evidence required. Taking the step to surveil Trump's associates should have been setting off warning bells with all these people. Instead, they they all seem to have donned their dunce caps and threw ORDINARY procedure out the window. There is a clear reason for that. They KNEW their evidence was shoddy and they wouldn't be allowed to proceed unless they cheated. Further, the outcome of all their chicanery was NOTHING. They found NO AMERICAN colluding. Their evidence was weak because there was nothing there. They didn't let that stop them and it wasn't by accident as Horowitz seems to assume. This was the time to dot their 'i's and cross their 't's plus review their spelling, grammar, verify capitalization, and every other thing they could think of. This was the time to get it RIGHT and instead they turned in a body of work that was below the worst normally possible. We are to believe this was by chance?
If Horowitz's requirement is that people that he interviews have to admit they did what they did because they hate Trump, we will be waiting until pigs fly before any accountability is seen. Further, given this "standard", the IG's office seems to be a charade. They might as well wait for people to commit suicide because of feeling guilty for their actions. It is NEVER going to happen so no one would EVER be held accountable.
I am deeply disturbed and my faith in any kind of accountability in government is approaching ZERO.
