He is using words we have not heard except from Republican lawmakers and President Trump. We know he is investigating how they came to have the authority to spy and also what the predicate was for their spying.
He has what the other investigators have not had: The power to prosecute.

The mealy mouthed putz senator from Hawaii, Crazy Mazie´s counterpart, was exceedingly stupid when he tried to remove the word ´spying´; from Barr´s mouth, then saying he was not trying to put words into Barr´s mouth.
Barr bested the putz.
How is it possible that God would allow two really stupid and incompetent people to represent the same leper colony?

Barr is very thoughtful. He is going after leadership broadly to determine just cause for the investigation they launched. We are pretty confident there was NO just cause. I wonder if Comey feels the noose tightening yet? Brennan? Clapper? Yates? Lynch? Rhodes? ValJar? BO?
Barr is also justifiably careful about specifying he is NOT investigating the whole FBI. That is good, although it is likely the whole FBI is going to need some new regulations and rules to prevent this from happening again.

Keeping in mind that he can´t allow himself to appear to have his mind made up before an objective investigation, this is as about as powerful as he could be or as we should want him to be.
It clearly indicates that he is going to seek out the predicat justification. And that is an unmistakable shot across the bow of the coup conspirators.

Mueller employed the toughest, even some possibly somewhat less than ethical, anti-Trump prosecutors that he could find and gave them free rein with unlimited funding to pursue every possible avenue to find any evidence of criminality related to the Trump campaign colluding with Russia. His report indicates they did not find sufficient evidence to establish even the probable cause required for an grand jury indictment.
Barr can start from there, protect Robert Mueller as simply diligently doing the job Rod Rosenstein assigned him per his instructions and still go after anyone violated the law (criminal) or violated FBI or DOJ regulations or standard (firing, loss of pension, reduction in grade). I think he will have his organization seek out any transgressors and if any are found, seek appropriate punishment for them. Baker might be the individual to flip since he knew Hillary should be indicted and allowed himself to be flipped by the leaders of the conspiracy and participated in efforts overthrow the legally elected President of the United States.
