Charity Douglas, 50, has run the Riverside County Children's Services Division since September 2018 when her predecessor was forced out over an abuse case that saw a 13-year-old girl repeatedly raped and left pregnant by her mother's boyfriend. Douglas, who has worked for Riverside County since 2013 and earns a handsome $214,765 salary, is now facing questions after DailyMail.com revealed that the Turpin children were left in the care of Marcelino Olguin, 63,

Given the national interest that followed when the Turpin children were rescued from their abusive home, where is our MSM now?
Where is the outrage over the children being placed in ANOTHER abusive environment? Has anyone been fired, or charged with failure to provide proper oversight?

Over my quarter of a century teaching Human Resources and Employment Relations, I often welcomed new students into our graduate program who abandoned jobs as CPS investigators/therapists..
Without exception, each of them was well intended, and each wanted to do well for society. But each of them burned out. Some of them resorted to alcohol, sometimes while on duty, some were heavily medicated, but not one of them was intentionally evil. And they were all underpaid.
The job kills the spirit, and each investigator/therapist is exposed to unspeakable acts of perversion. Their managers are under tremendous pressure to find placements for the abused children, and because of the high employee turnover rate, managers are constantly understaffed.
Finally, as the divorce rate has skyrocketed in the U.S., some female spouses make a part of their divorce negotiation strategy by allege child sexual abuse by their almost ex husband.
I have no answers here, just observations.

I retired from CPS in Riverside County in 2013. I worked as an investigative social worker for about 20 years. Two glaring causes of this neglect come to mind. The first is that beginning about 2005 and continuing, Riverside County began to promote glaringly unqualified social workers to supervising positions, entirely based upon Affirmative Action and LGBTQ values. Then from Supervisor to Regional Manager, then to Department Manager. Great Supervisors and Managers began to either retire or transfer to another County. Great social workers were either fired, demoted, or they transferred to another County. By 2010 or so, the entire managerial staffing was AA or LGBTQ affiliated. The other glaring cause to remember is that NO decision for placement of a child is made without extensive review and approval by management. No decision for removal from the parents or returning the children to the parents is made without prior Court approval. So the blame can be placed upon the Court in my mind, since the Judge and all the attorneys must agree with the return to the parent or the return does not happen. Sometimes, when I worked there, the Court overturned the recommendation of the social worker and the return was made anyway. I blame unqualified and biased management and I blame the Judges and Attorneys who provide biased oversight of these matters.
