What are the real problems in America’s inner cities? Is it all about racism, or could it be a combination of several factors? According to a survey of Chicago parents by the Ann and Robert H. Lurie Children’s Hospital of Chicago, poverty, violence, and crime are also some of the biggest concerns in their neighborhoods. Good jobs and capitalism could solve the poverty part of the problem, but if cities make it hard for businesses to come into town or for a local person to start a small business, citizens with little mobility stay poor.
Why wouldn’t these cities want the freest, most business-friendly laws and policies imaginable for their citizens?

No you can't do this:
"Incentivize businesses to open by providing tax breaks, lessen regulation where appropriate, and streamline business licenses."
Whenever government has the power to give special favor corruption will follow as that favor is sold to the highest bidder. When there is equal treatment under the law nothing is for sale. That is precisely why they replaced our legislative process and laws with those pesky peoples representatives and balance of power with agencies and regulations written and administered by un-elected bureaucrats.

I doubt the CEO's of those businesses burned to the ground or otherwise destroyed in the last three weeks will take your phone call. That ship has sailed - getting businesses to return to those burned out areas. And if they do, they deserve what ever happens to them. The neighbors are not an unknown entity. We heard them loud and clear.

Good article. I would add a label for the whole mess, Urban Thug Culture.
In his book 'Basic Economics', Dr. Thomas Sowell wrote that prior to the mid-1960's, black families had a higher rate of married couples than white families, and blacks were gaining on whites economically. This trend ended in 1965 with the passage of the Democrat's so-called Great Society welfare programs. The Federal government began giving money to single mothers with children, but no assistance if there was a man living in the house. This caused the breakup and destruction of black families on an industrial scale. As a broken family is the strongest indicator of poverty, black families have been going deeper and deeper into poverty ever since.
My thought is that the Democrats changed tactics but not their objective of 'keeping the [enwords] down' under the leadership of Lyin' Lyndon "I'll have those [enwords] voting Democrat for the next Two Hundred years" Johnson. Instead of fire hoses and the KKK, they use welfare to single moms to break up black families and keep blacks in poverty. They take cash from the white upper and middle classes, skim off a nice thick layer of cream (they call it 'administrative overhead') for themselves, then give just enough to the poor blacks to keep them on the Plantation.
Without a Father's (or Mom if she is working, trying to improve her family's situation) firm hand to guide them, young blacks -particularly males- grow up unruly and increasingly unlawful. The police are the enemy. (This is not helped if the police force itself is corrupt, as described in the article.) If the police are the enemy, the 'friends' are now the enemies of the police, the thugs and gangs. The young males seduce -for their own pleasure- the young black females as soon as they are old enough to have sex, with the result of a very high abortion rate and more black babies born to single 'baby mommas' who cannot care for them, as she herself is on welfare or, if she has the gumption to get a job and try to improve herself, her child(ren) now do not have Mom around to guide them growing up, and are in the uncaring 'system'.
The result is the Urban Thug Culture we see today.
People who vandalize and steal at the drop of a hat, graffiti commonplace, trash everywhere, beat-down houses with no repairs being even thought of, abandoned and boarded up commercial and industrial buildings, the carcasses of abandoned and stripped automobiles, grown men loafing around in the middle of the day trying to bum cigarettes, booze or drugs.... "Ya Know It When Ya See It".... Lock the car doors and don't stop until you are in a better area.
I think that one path toward a start to fixing this is parents being able to choose the school that their kids go to. Even in the worst areas, there are at least some, if not most, mothers/baby mammas who want their kids to grow up better than what they themselves had growing up, and they know that a decent education is necessary to do that. But.....school choice leads to competition, pressure to perform better, and that is exactly what the Teacher's Unions loathe and fear, and they use their power over the local politicians to stamp it out.
I note that under President George Bush, the government started a 'school voucher' program in Washington DC, so that at least the parents who cared could work to get their kids into better schools.
As soon as Obama got into office, one of the First things he did was to Shut That Puppy Down.

For 99% of civilization, 99% of the people have been exponentially poorer than the poorest communities in America, yet civilization advances while inner cities decline.
I can't imagine living within 50 miles of a potential civil disturbance. That now includes Minneapolis. It's a simple matter to map out which areas to avoid and millions of people have been doing just that for decades. The resulting political or population vacuum is filled by urban opportunists creating government funded power bases further hastening the metropolitan metamorphosis into the cultural abyss.
