President Donald Trump signed H.R. 724 on Monday, a bill criminalizing animal abuse and the creation and distribution of pictures and videos of animal torture.
“It is important that we combat these heinous and sadistic acts of cruelty, which are totally unacceptable in a civilized society,” Trump said as he signed the Protect Animal Cruelty and Torture Act (PACT).
The president was joined by a number of animal non-profit activist representatives from the Humane Society, Animal Wellness Action, Big Dog Ranch Rescue, the National Animal Care and Control Association, and the Warrior Dog Foundation.

STILL is not a legitimate Constitutional involvement for the Federal government. We will now have "Animal rights" czars sticking their snouts into everything from Leash designs to fly swatter designs, and much else. What nincompoops were supporting this?

The problem is not in criminalizing animal torture, the problem is in defining animal torture and who gets to do so. If I set a cat on fire it's pretty obvious that this is wrong. If I neglect to feed my fish and they die, am I a mass murderer ? Says who ?

I think animal torture is well understood. Neglect, causing pain or death, is an intentional, irresponsible act. Owning an animal carries a responsibility.

Criminalizing animal torture may help identity people who eventually hurt and/or kill human beings. Some killers (of humans) start by torturing and killing animals. Perhaps getting these sick people off the streets, at least for a time, will enable authorities to get them the help they need and, in turn, prevent murder. Just a thought . . .

There is no constitutional basis for such a law, but who is going to challenge it? Some animal abuser? There should be a mechanism to challenge unconstitutional laws without standing

The use of the Internet to show videos depicting animal torture - that's why a federal law. The Internet crosses state (and international) line. And if you took the time, there are many exceptions as to what is not considered animal abuse or torture under this law, i.e., agricultural uses, fur industry, etc. A lot of things are not legitimate Constitutional items but I bet when you have a damaged home due to some natural disaster, you can't wait for FEMA to come and help and where is FEMA in the Constitutuion?

I love animals and have 4 of them lounging happily in my home right now. But how about a bill criminalizing unborn baby torture?

One can be against animal abuse and abortion. Good luck on a federal law on baby body parts with a Democrat controlled House. And sorry but Roe v. Wade is the "law of the land."

People like me who has seen way too much animal neglect, misuse, abuse, cruelty and abandonment.
We are the protectors and caretakers of animals who have suffered too much at the hands of cruel and careless people. Animals have rights just like humans.

We should anticipate the misapplication of the new law by animal rights loonies, along with nutty federal judges who expand the definition of 'animal cruelty.'.

I think something like this is long over due. You don't have to look far to find animals in horrendous condition. Puppy mills come to mind. Chaining dogs and starving them also comes to mind. Of course there will be court cases to narrow the definition - not buying the most expensive dog food is not abuse. But I'm glad he did this.

I love animals and would happily beat a animal torturer to a pulp, BUT - will this now be used to end hunting?
