U.S. diplomat Bill Taylor told impeachment investigators last month that Ukraine did not know the U.S. had temporarily frozen aid at the time of the July 25 phone call, making quid pro quo impossible, transcripts released Wednesday revealed.
Taylor’s October 22 depostion behind closed doors suggests Trump did not threaten to withhold aid during the infamous July 25 call between him and his Ukrainian counterpart Volodymyr Zelensky that ultimately triggered the impeachment inquiry.
“July 25th is a week after the hold was put on the security assistance. And [on] July 25th, they had a conversation between the two presidents, where it was not discussed,”

Chalk this up to “things Ciaramella and Vindman did not know”...

FTA:
Ratcliffe explained to Taylor:
So the idea of a quid pro quo is a concept where there is a demand for action or an attempt to influence action in exchange for something else. And in this case, when people are talking about a quid pro quo, that something else is military aid.
So, if nobody in the Ukrainian Government is aware of a military hold at the time of the Trump-Zelensky call, then, as a matter of law and as a matter of fact, there can be no quid pro quo, based on military aid.
Taylor did not dispute Ratcliffe’s explanation of a qui pro quo, acknowledging that he is not a lawyer.
And he was not on the phone call.

By spamming every part of the airwaves and public debate with 'quid pro quo', the Fakestream Media are trying to shift what was the defining (and damning) characteristic of the corrupt Clinton Foundation onto Trump, so that when anybody mentions 'quid pro quo' and the early 21st century, all minds will think Trump and Ukraine, not Bill and Hillary using her State Department role for their own enrichment.
I will vigorously resist this collective brainwashing effort. Every time I see the term in the headline or lede for a story, I will translate it "Clinton Corruption" before digesting it.

This was in Taylor's written statement, which was released the day after he testified. The media is so dishonest in its reporting, picking and choosing things out of context or outright lying (for example, saying that Sondland's testimony proved a quid pro quo when he only assumed there was; Trump told him otherwise).

Schiff and Pelosi will not shut down their silly little sideshow. The ridiculous is everyday standard, the impossible takes longer. They have no choice because it's the only future they've got.

So, when he is presented as Rep. Bull Schiff's witness next week, I trust the Republicans will coordinate their questions, and ask if he recalls the exchange with Ratcliffe.
I hope another asks if he has been contacted by anyone on the committee, their staff or others affiliated or aligned with the Democrat party with regards to this July call - in other words, is he being pressured in some way that's not yet known.
Then, ask if he knows why the Democrats were pressing for release of the funds so quickly after the Feb authorization, particularly when Ukraine was going through an election, and it was not clear who would be the president of Ukraine in a few short months.
A follow-up, would it also be prudent to put a hold on the funds knowing there was a new Ukraine president and it was not fully clear who would be in certain positions?

Is this the transcript where Shifty accidentally did not erase/redact/white-out, whatever, the name of Eric Ciarmella?

Frankly Scarlet, I don't give a darn. Trump is not going to be removed from office. Then there is the question of our Senate, which is controlled by Republicans. I get it that the House is not going to do anything, but why are the Republicans in the Senate not doing anything?

I hope that those who read that headline - just the headline - understand what that meant to this whole Ukraine phone call - quid pro quo - whisleblower nonsense. Taylor blew all of that out of the water when he gave that simple timeline information. At the time of the July 25 phone all, the Ukrainians did not know aid was on hold. Thus what Ciaramella et al alleged in his complaint letter was impossible. And Vindman, ditto. They obviously didn’t know that key fact.
