Rosemary Collyer is the presiding judge of the Foreign Intelligence Surveillance Court (the “FISC”). FISC is the judicial body that issues surveillance warrants to our intelligence agencies, principally the FBI, authorizing the interception of electronic communications of people located in the United States who are agents of foreign governments or who have connections to foreign terrorist organizations.
On December 17, Judge Collyer issued a FISC opinion that was highly unusual because it was unclassified and made public. The Horowitz report said that the FBI intentionally misled the court by using incomplete and bogus information as the basis for it to issue FISA warrants against one-time Trump campaign advisor Carter Page.

I'm with #1. She knew and she granted those warrants knowing that there was not much there. This is a big CYA. Congress owns this also. The FISA was screaming "I'm here to be abused" and Obama and his crew took the bait.

The reality is, there may ALWAYS be people like the slime above. If they had succeeded and Hillary was elected, we wouldn't know about ANY of this. Considering the gravity of what they have done, undermining an election in a far, far worse manner than the piffling "Russian interference" they are supposedly trying to "protect" us from, I would suggest that the "Secret" court is a bad trade off. It effectively creates rocks under which all these bugs and snakes have hidden.
And yes, the Court had to have KNOWN, from the time that Rogers TOLD them and they issued a memo then. They followed a ponderous procedure. They expected their memo to trigger an IG investigation, which it did. Then they waited, and continued the farce. Finally they have the official IG report officially confirming what they already know with a criminal investigation on its heels almost certain to be even worse. Finally the court has properly framed the questions. Their slow response has been o so bureaucratic and even cowardly but they are playing their part.
Will they realize the answer is that NO procedural assurance that the FBI gives can be sufficient. You cannot trust men of evil intent and you don't always know WHO those men are. The real answer to this problem is for the Congress and the President to realize that Secret courts are more dangerous than the benefits they offer.

Agree with others. Rosemary learned from Susan Rice. Not only is the FBI and CIA corrupt but also our judicial system. Nothing will change unless at least some of those involved are severely punished. Where's Chief Justice John Rogers, "there are no Obama judges."

This is called due diligence and if the court would have accomplished this a perjury case could be made on all of them.

The Durham’s investigation will not provide hope that America will again be able to trust the FBI, the other intelligence agencies or the FISC court!
The Durham report must bring accountability for:
Rosemary Collyer (who had known she had been misled since February 2018, but only took action when the Horowitz report made it public this month)
James Comey (smug giant with no conscience)
Andrew McCabe (Comey stooge and now CNN's new reporter)
Peter Strzok (Comey stooge and insurance policy provider)
Sally Yates (took the reins when her tarmac-meeting boss left the DOJ)
Rod Rosenstein (took the reins when Sally left)
They all participated in deceiving the FISC court, which was all too comfortable with being deceived.
But only arrests (not retirements or lost jobs) will ever make any difference at all. No change of procedure will be acceptable. They clearly cannot be trusted to follow procedure. Fear of prison is the only thing that will change the future procedures, should the FISC court remain.

Advancement to the highest ranks in DC must be closely linked to skeletons in closets. The more "they" have on you, the firmer their grip on control.
I reckon I'm not the only one who would give a pretty penny to know what they have on John Roberts.
(and I doubt that adoption irregularities figure in this)

The FISC judges expect the FBI and CIA to be honorable in their presentation. The objective is to get a quick ruling by the judge so the FBI and CIA can save the US from imminent danger. The FISC judge is not going to read through all of the paperwork so the judge only acts as a rubber stamp. The FISC courts are a good idea but if they are going to continue the people in the FBI and CIA who have abused the system need to be punished severely to set an example.

You should have said: ''It goes on to say that the FBI has an absolute duty to tell the truth in making its applications for a warrant...''

Any person with a shred of common sense intelligence, when presented with the lurid "Pee Dossier" to justify a FISA wiretap would have laughed out loud. There was zero basis to spy on Carter Page, and, in fact, he was a voluntary FBI/DOJ informant on a Russian crime syndicate.
Collyer had to know.

Some of the latest news articles are a strong indication that Dir Wray and AG Barr may not be ready, willing and able to do what is necessary to fix the FBI. That is a real shame.

Unless the FISA court issue some penalties for to the JD and FBI for all these abuses, I consider them part of the problem. Brainlessly "rubber stamping" whatever the JD and FBI requested is gross negligence at the least and complicity at worst.
Asking the fox how to fix the hen house so the chicken are safe from him, is not an answer.

Rosemary Collyer obviously is a swamp creature who thought she could hide out in the swamp. Otherwise, as an honorable judge, she would have imposed strong punitive action on those who misled the court--and done so years ago when it was obvious to the public that this fraud took place. But, she thought she could ride it out.
Now that a huge can of whipass is about to be opened, she is scurrying to jump on the "truth, justice, and the American way" bus.

He has already ordered new carpeting for all of the FBI's hallways - - new, higher-powered hand dryers for all the bathrooms - - and a new supplier of toner for all the copy machines.

Rosemary Collyer must pay a severe price for her abuse of power. If she is allowed to slink off into retirement without a severe penalty then the whole judicial system is subject to corruption and with be the bane of every US citizen.

A judge is not a prosecutor. Rosemary could, I suppose, hold key players in contempt, and put them in jail for a short time, but she is not a prosecutor.
It is up to the DOJ to prosecute.

The ones who perpetrated this fraud on the court need to be jailed.
The judge have them arrested, hauled into his court, and jailed for an appropriate sentence in the big hotel.
