On Thursday, Transportation Secretary Sean Duffy confirmed to reporters that 17,000 non-English-speaking truck drivers have been removed from the road due to new administration rules. However, ride-share services like Uber and Lyft, along with taxis, still contract non-English-speaking drivers. According to Duffy, that's a trickier problem to solve. “The problem is that our states are the ones that issue these licenses. So with commercial driver’s licenses, we do have some federal control," Duffy said Thursday during a Cabinet meeting, emphasizing that the work the administration has been able to do with Commercial Drivers Licenses (CDLs) differs from what their abilities are with state-administered drivers' licenses.

So....can the taxi company or rideshare company be civilly or criminally liable for accidents of their drivers who do not speak, read or understand English? (Lesson from PDT: Economic posturing is a heavy hammer.)

Re #1. The companies can certainly be held civilly liable and the company or their insurance company will be reimbursing the victim(s). To pierce the protection of the 'corporate veil', the owners would have to be judged to have engaged in deliberate illegal activity like knowingly hiring dangerous and incompetent drivers to cut corners and save money. That's exactly what they have been doing and doing it for years and I hope that some way can be found to personally bankrupt them after causing another tragic accident. In the meantime, stay alert especially on the interstates.

I have often thought how a foreigner can come into our country and be a taxi driver in the City of Houston, and I, having lived here 35 years, still cannot find my way around Houston, and its traffic.

I'm a little confused. How could these illiterate foreigners be able to get a license if they can't pass a written test? Wouldn't the State DMV be held responsible for giving a driver license when they can't read, write or understand plan english?

The Federal Government has control over all then interstate highways. Maybe they can use that to control this aspect. If I were using a drive share I wouldn't want them to go miles out of the way to stay on state or county roads.

Getting into a random car driven by a random, unvetted stranger has always seemed like a very stupid thing to do. Is the car safe? Is the driver competent? Nobody knows.
