A US Air Force pharmacist and his husband are accused of stealing over $3 million from the Department of War to fund their lavish lifestyle that included purchasing a BMW, a Porsche and a mansion in Arizona.
Staff Sgt. Richard Stefon Ramroop, 35, and Manuel George Madrid, 32, were hit with a 12-count indictment for their alleged scheme to steal from the government between January 2022 and December 2025, the Department of Justice announced Thursday.
Ramroop is suspected of using taxpayer funds to purchase thousands of medical devices through his position in the pharmacy at Davis-Monthan Air Force Base in Tucson, Arizona. After securing the equipment, the couple resold the devices and

Enough with this ‘husband’ and ‘wife’ crap in the articles. Applying those terms to perverted sexual relationships trivializes their true meaning and intent.
And yeah, the airman in question is a poster boy of why they should not be in the military.

Way to keep a low profile and cover tracks. They're smart enough to do the thefts but so stupid they do it in the open?
Having been in shops that were investigated before, I can imagine the entire duty section was silent when OSI was floating around. Very stressful. No small talk, even pens being put down quietly. Even the squadron commanders squirm.

I can't figure how they got away for 3 years of procuring equipment and selling it for profit.
Having worked at a VA Medical Center for 20 years, every year we had to document every piece of equipment we had. Even the overhead lights in surgery had a number attached to it and we had to match it. If anything was missing, you had better find out where it went.

#11, it looks like it was during the four years of the HairSniffer administration. These perverts were in a protected class. No investigation allowed.
33 years for me as a mechanical engineer in the US Geological Survey, and every piece of equipment valued at more that a certain amount was 'controlled property' and we had to account for every piece every year in the annual audit.

The airman is wearing enlisted stripes in the picture which means he was not a pharmacist. Pharmacists who enter the Air Force often have the rank of O-2 proffered automatically. The man was probably a pharmacy assistant. That a person of such low moral character that he turned out to be a thief was trusted around pharmaceuticals is bad enough but in a branch of our military it is inexplicable. Leavenworth is waiting and he ought to bring his Aqua Net and false eyelashes because he’ll need them.

Given my ancient (1956-1964)USAF service, as a medic, it was unusual to have a pharmacist assigned to us. A pharmacy specialist, E-5 or above, was usually our pharmacist. (A good friend at Donaldson AFB, S.C., 1961-62, was in charge of pharmacy as an e-4, and had drug reps dropping off gifts at his off-base residence.)
