Lawrence, Massachusetts, Mayor Brian DePena appeared in court on Friday, where he required a translator to participate in proceedings at a Peace Officer Standards and Training (POST) Commission proceeding on Friday. The hearing concerned former Lawrence Police Chief William Castro, a political ally of DePena, who was stripped of his policing credentials following an improper police chase. Castro was accused of driving the wrong way down a city street during the chase and filing a false police report, claiming he was responding to an armed bank robbery when he had actually been responding to someone attempting to cash a bad check.

Lawrence is a majority Hispanic city. Not long ago there was a superintendent of schools in Lawrence that had to step down because he could not pass the English test. Cities in Massachusetts are centers for minority language immigrants, and there are more than a few other cities where 60% of the students speak another language at home other than English.

C'mon! Cashing a bad check is kind of like bank robbery and cars can be lethal weapons. Not being able to speak English is probably no worse than being totally ignorant of American history or our Constitutional basis of government. And most of those under 40 fall into that category.

It's over 75% Hispanic now...mostly from the Dominican Republic, over 32% of population is below the poverty line. Sen Liz Warren kicked off her Senate campaign there.ALL of it's elected positions are "Non-partisan" and party primaries are forbidden....Oh, and all county Govts were outlawed in 1999.The last time it made any national news was in Sept 2018, while upgrading old low pressure gas lines....someone forgot to disconnect a sensor, so when an old line was cut off it signaled "Zero pressure" to the main switch...which sent 75psi gas into the entire system designed for 0.5psi...between 60 and 100 houses and businesses started randomly exploding all across the city.Triggering a 10 alarm fire call, total shutoff of all utilities, 30,000 people(over 1/2 the population) fled to other towns, causing total gridlock....it took until Dec for power and gas to be back on.The national Guard distributed hot plates, electric heaters and electric hot water heaters until new gas lines could be run to the entire town...older buildings in particular needed entire new internal plumbing. Oh..and it's school system declared bankruptcy and operates under receivership. Lawrence has ALWAYS been an "Immigrant City", since it's founding as a Mill Town, where the "Great Replacement" has been regular practice, wave after wave of immigrants from differing countries have been brought in to supplant and replace the prior ones..There are only two major employers left (other than Govt) a New Balance shoes factory, and a fabric Mill making Polar Fleece.

But it seems clear that a different decision from O’Brien might have produced a different result.
