A California railroad executive stole public funds and built a lavish apartment inside a historic train station where he lived while working eighty hours each week.
Joseph Navarro was found guilty of using $42,000 to create his own private living space inside the Burlingame train station, 16 miles south of San Francisco, the San Mateo County District Attorney announced Thursday.
Navarro, the former deputy director at Caltrain, furnished the private pad with a bedroom, living room and gym.The 67-year-old conspired with former station manager and TASI worker Seth Worden to approve building expenses to convert a part of the historic building into a dwelling, under the guise of an office remodel.

I think it’s a stretch to condemn this. If it’s an historic building, it’s a good use for it, if in fact, he works 80 hours per week. On the other hand, $50K is peanuts for a rail company. In the past year, I created a modest 4 room apartment for a relative, a pensioner, who became “homeless” because of the affordable housing crisis EVERYWHERE. We ( including her) did everything but the wiring and plumbing and it cost around $25K.

Reminds me of my friend who helped design a Manhattan skyscrapper. He kept a hidden sub basement room about 2000 sq ft, for our hot rod projects. Good times.

80 hours a week?! Look at that man, I would question if he could stay awake for eight hours a day!! And there is NO excuse for this kind of theft. He should be tossed in jail.

I was working/commuting 70-80 hours a week when I lived in the Bay Area.
No one built free housing for me. Arrest everyone involved for stealing public funds, fraud, everything else.
This is textbook fraud and abuse of power.

He embezzled thousands of taxpayer dollars. Sounds like a crime to me. Since he lied and stole the money, he probably lied about his 80 hour work week as well.

The apartment doesn't really bother me. Using tax payer dollars to furnish it does. Also, did he declare the free housing on his taxes?

$42,000? In California? Give that man a Novel Prize in Economics and Architecture because there is no way you could even build an outhouse in CA for only $42,000. And give him a bonus for working overtime without compensation.

Sounds like this is true to this being a historic train station which I believe often had live-in employees, particularly station masters. Its not like it's his person property, I would only suggest he pay rent.

And here it is, the last sentence of the article - "He faces up to 4 years in prison, but a judge could instead hand down probation to the former executive."
Four yrs or probation! Being sentenced to probation would be a slap on the wrist. That is not justice!

I'm sorry. I know it's wrong. But he did work 80 hours a week, and this just sounds so cool.
And #4, as a former Manhattan resident myself, if you don't share which skyscraper, my day might be ruined again. (I lived in Emerald Green on 38th and 8th.)

Okay folks...something isn't right with this story...why would anybody want to live this close to noisy trains....did he have another residence...was this just a way to be closer to his job....this is confusing...are Californians all crazy to have accepted this expenditure....the mindset of Californians is strange to those of US h who live in the real world....and while I'm at it...what happened to the high speed rail that was to be built and millions thrown down the endless corruption way...
