The United States will take part in the creation of and contribute to a fund that will pay developing nations to tackle climate change.
The fund, negotiated at the United Nations' COP27 Summit, was originally known as a 'loss and damage' fund and had been blocked by previous American administrations.
With a final climate accord already more than a day overdue, representatives of nearly 200 nations were anxious for an agreement they could bill as a step forward in the fight against climate change.

It's SO easy to give away what others have EARNED and then had confiscated from them. It's doubly insulting when the "donor" has spent his life in "pubic service, accomplishing very little. The only thing the people in developing countries want is the higher standard of living that comes with access to modern energy sources like oil, gas, and electricity. They are being held as colonies to the developed world's governments because they don't want them to increase their energy usage and add to CO2 emissions. The fact that their is no measurable impact on global temperatures above natural variation from human activity doesn't seem to sink in to the environmental evangelistas.

Since the actual facts demonstrate that AGW is total fiction, these "reparations" are likely just another form of payoff by Biden to buy more influence in selected countries.
Watch where most of that money goes...I'll bet you $1 right now that one large chunk goes to Ukraine, for example.

Biden is not paying anyone with his own money. Instead he is using the percentage confiscated from the earnings of workers and investors, collected at the point of a gun. Those earners never inflicted global warming on these countries, while China has continued building coal-fired power plants.
