The bill was stalled because Paul Pelosi, America's foremost insider trader, needed to know which way the vote would go before making an uncannily timed large investment (was it $3 million? $5 million) in the company that will be affected by the vote, which no doubt will go through. His drunk driving arrest probably also slowed the proceedings a bit. On a side note, the only thing complicating domestic chip manufacturing is government environmental and safety regulations, which were put there intentionally as part of our national deindustrialization, to weaken the republic.
