A mass shooter named Douglas Sapirman opened fire at the Greenwood Park Mall in Greenwood, Indiana, shooting three people before he was stopped by a 22-year-old who reacted in seconds after the shooting started.
22-year-old Elisjsha Dicken (pictured left) told his girlfriend to get under a table at the mall food court, then engaged the gunman using his pistol. Dicken fired ten shots, killing the gunman who was armed with a long rifle as he attempted to retreat. Police are hailing young Mr. Dicken as a hero who likely saved the lives of many

Was very proficient in that, was tactically sound and as he moved to close in on the suspect, he was also motioning for people to exit behind him,” Ison said about Dicken’s actions. “Many people would have died last night if not for a responsible armed citizen that took action very quickly within the first two minutes of this shooting.”

It's all about the trigger and your experience with the weapon.
Once you get those dialed 40 feet is not difficult.
It is the adrenaline factor and the shaking that makes it hard.

He took cover behind/next to a column, maintained a braced firing position against it and delivered rounds on target at 40yds...
40yds is a LONG distance with a handgun.
Most pistol ranges, even Law enforcement ranges and training max out at 25yds.
Common range practice training distances are 3yds, 5yds, 10yds.
I'd be interested to know how many hits he got of the ten rounds fired and the make/model of his pistol.
(Dems are demanding, and many Dem jurisdictions have banned ten round magazines)

Re #3, 40 yards, not 40 feet. Three times farther.
Clearly grandfather taught him well.
Practicing at longer ranges is good for skill development. Obviously not the first time he fired at that distance.

Ten shots must have been a full magazine. Keep pulling the trigger until you run out then snap in a fresh mag and repeat. In this case, the shooter took a dirt nap before a reload was necessary.

Any firearms instructor hopes for two things.
First, that all students are forever SAFE with their firearms. Safety is always first in my training. Always most important.
And second, that perhaps one day, a student may save a life with the skills that you pass on.
One of the instructors that I have trained under, Tom Given, has had 68 students involved in shootings after training with him. 65 were successful in preventing themselves and loved ones from being harmed. Three students died......because on that particular day, they chose to be unarmed. They complied with the robbers, gave them what they sought and were executed anyway. Sobering statistics from a well known instructor. 100% success rate in his students who were armed when forced into a gunfight, IF they had a gun. This is why we train.

According to official reports today, he hit the shooter with 8 out of 10 rounds and he started engaging at around 40yds within 15 seconds of the first shot being fired.

I am betting he used a Glock 43X or 48. Info on line says "Glock" and "9mm". Ten shots.....probably full magazine, and only the 43X and 48 have ten shot magazines....narrow frames and single column magazines make them flatter for easier concealment. These two are "concealed carry models".
8 hits of 10 shots at 40 yards......very well done. He is definitely a skilled shooter. And doing it under real world pressure is a bigger deal than many know. Bracing against the pillar helps a LOT, too. And provided cover.
I'll bet he learned to shoot when he was very young, and has been doing it a long time.
This is exactly what is best in this situation. Find a pillar or corner of a building to provide protective cover and a brace to stabilize your aim, and engage. This is what the police chief meant by "tactically sound", and "very proficient". The chief is absolutely correct.
