President Joe Biden is subsidizing businesses with 35,000 more foreign H-2B visa workers to hire for non-agricultural jobs in the United States, even as nearly 12 million Americans remain jobless. On Monday, Department of Homeland Security (DHS) Secretary Alejandro Mayorkas announced that the administration would begin allowing businesses to hire up to 35,000 additional foreign H-2B visa workers for nonagricultural jobs in construction, hospitality, and landscaping.“This preemptive move by Mayorkas lets seasonal employers off the hook from recruiting Americans by offering better wages and working conditions,”

I do not understand how the hell this is within the President's authority. I wouldn't be surprised if it is - our US Congress is so damn lazy that most of the laws they pass are so open-ended and ill-defined that the laws allow bureaucrats and the Executive Branch the freedom to interpret laws as they wish. But I sure hope this is successfully challenged in the courts.

What Congress does to get off the political hook is pass the numbers aspects of such “temporary” foreign workers to be allowed into the USA annually to the President. Like all immigration to the USA these days, illegal and legal, is highly political.
This program to allow foreign workers into the USA actually discriminates against potential Black American workers. As why would employers hire especially Black American workers and other American workers infected these days with all sorts of “woke” and anti-social attitudes that are bound to bring big human resource and legal problems into the workplace, when they can pretty easily hire much more pliable foreign workers who they can control, and pay those foreign workers a lot less than they would have to pay equally qualified American workers.

I guess all the donations from businesses are lobbing are having the desired effect for U.S. companies. It's why millions of U.S. jobs were shipped overseas. Labor costs are cut, and products can still be sold for inflated prices.

H2B visas are especially pernicious. They bring in tech workers which suppresses the job market for educated technical workers here in the USA, which seriously harms America and Americans. Lowers the pay necessary for attracting tech workers because some Indian worker or Chinese worker will work for much less money than an American would. And if they didn't have all these excess workers, they'd have to pay higher wages to our tech workers (engineers, programmers, etc) which would induce more young people to study for these careers. Keeping the wages low makes fewer Americans choose these difficult courses of study, permanently harming the US work force.
End all H2Bs. My wife has worked with many of them. Nice enough people, individually, but they need to STAY HOME, work in their own countries.

By now it is easy to understand that the grand plan to manipulate the US labor market by the DC UniParty and their supporters in industry is to send as many American jobs as possible to lower wage earning foreign countries; and to make it possible by executive order or by not enforcing current immigration law, for US businesses and industries to backfill all remaining American jobs that cannot be send abroad with as many as possible immigrants, illegal aliens, and so-called “temporary” foreign workers who actually will never be required leave the country, who have no recourse to accept wages much lower than American workers who are trying to maintain a customary U.S. standard of living that is generally unknown to incoming foreign workers. It’s all political working towards a two class socialist oriented system consisting of the elites who will have say, and the common worker bees who will have no say.

AND they were raised in a country where socialism, and no free speech is the norm, so they are happy to help control the Big Tech anti-free speech efforts.
