Manchin loves his role as the gadfly and all the attention it brings him. As an entrenched incumbent in a solidly red state he has the leeway to custom make his own agenda independent of the leadership of either party. Unless the GOP takes control of the senate by a clear majority we will have to be content with what bones he throws us.
