I blame the reporters, who have cooperated with the propping up of Dementia Jo by submitting questions in advance. Presidential aides always try to control presidential press conferences. I remember how the cameras caught Little George Snuffleufagus, early in Dollar Bill's presidency, at a press conference, using the slashing movement across his throat to try to get Dollar Bill to stop.
