A 35-year-old man was arrested for raping a woman on board a public train in northeast Philadelphia as other riders watched and did nothing to help the victim, police said. Police identified Fiston Ngoy, of Philadelphia, through surveillance footage that caught him sexually assaulting a woman Wednesday night aboard a Southeastern Pennsylvania Transportation Authority (SEPTA) train towards the town of Upper Darby. Upper Darby Police Superintendent Timothy Bernhardt said that while there were other people on the train, it was ultimately a SEPTA employee who made the call to 911, which allowed officers to arrest Ngoy on the spot. I was a student in Philadelphia in the early 1970's. Frank Rizzo was mayor. Before he became major he was police commissioner. This guy would have gotten the classic "wood shampoo" from Rizzo's cops on his way to the lock up. If you avoided North Philly the city was great. I remember a conversation with a classmate who was black. "You drove into North Philadelpia?" "Are you crazy?" I'm black and I stay out of that area." Now, from what I have heard, the whole city is horrible. The DA is a clown. Crime is out of control, and the murder rate is soaring. Truly sad.

In Chicago this past week, an 18 year old girl was viciously assaulted on a CTA train. The police were alerted and when they arrived to the L station took statements from passengers who saw the attack on the young woman. None of the witnesses though were able to id who beat and stabbed the man who was assaulting the teenager.

This is a tough one, and I'm sad about that. Who wants a knife or gunshot for their trouble? Most people there probably don't carry. I guess the answer would be to bring some kind of overwhelming force down upon the animal, and subdue him until the next stop.

Sad that none of the passengers intervened, but the advice about calling 911 seems misplaced, what can 911 do to help you on a moving train? At best they can have police officers meet the train at a station, after the fact.

Intervene against a black and ten other blacks will come over and kill you. There are tons of videos out there depicting just that. They like to stomp your head and crush your skull while you are bleeding on the ground. Then the courts will let them go because they fear the riots. Best move is to travel with friends and be armed, and avoid places that resemble Africa.

#5, I was a student in Philly in the early 70’s too - Philadelphia College of Art - 1971-1975. It was a wonderful time to be in the city because they were gearing up for the Bicentennial and the whole place was undergoing urban renewal for the celebration. I lived in Center City and worked at a local pub after classes. I’d get off at 2am and walk alone several blocks home without a worry and I’m a woman. I wouldn’t get within 50 miles of the place now.

#5 I remember going to Phillies games at Connie Mack Stadium in North Philly in the late 50's to late 60's. North Philly was a bad area back then. Rizzo, while a democrat, who was a no nonsense head of the Philly police department, and no one messed with the Philly police when Rizzo was in charge. When the Philly mounted police showed up, people just behaved period, because to do otherwise could result in becoming unhealthy.
