The actual bill couldn’t be further from the title. It reduces the penalties for felony crimes, allows for early release of violent criminals, changes some violent felonies to misdemeanors, and allows criminals to steal up to $950 dollars per day in property without prosecution. As a result, police officers are less and less likely to respond to calls reporting petty theft, as there isn’t much they can do with a suspect.
