Cops have nabbed the suspect who knocked an Asian man unconscious near a Lower East Side subway station. Javel James, 42, was arrested in Brooklyn on Thursday and charged with assaulting Teoh Ming as the victim approached the East Broadway station near Rutgers St. on March 2. “This is something I can’t understand,” Ming, 56, a Malaysian immigrant of Chinese descent, told the Daily News. “He hit me three times.
