What am I missing? The story says it is completion of a levee wall for flood control not for border control. Is it dual purpose? Seems to me the take on this as resumption of a border wall is spin.

Please read comment 10 or read the complete article. The restart is only on a levee that was left incomplete when the Biden admin stopped all work. This leaves a lot of people very vulnerable when hurricane season starts. However the Biden dictatorship is not allowing the completion of any more border wall. I say dictatorship because this is being stopped through executive orders, not through legislation.

The money lines were at the very end. They are NOT continuing the border wall; they are just fixing the part of the levee system that was altered to accomodate the border wall and was never put back into place. They're ONLY working on the levee part of the construction.
