SACRAMENTO, Calif. — The mayor of Oakland, California, on Tuesday announced a privately funded program that will give low-income families of color $500 per month with no rules on how they can spend it. The program is the latest experiment with a “guaranteed income,” an idea that giving poor people a set amount of money each month helps ease the stresses of poverty that often lead to poor health while hindering their ability to find full-time work. Since it is “privately financed” this program is a charity. I don’t know if charities can discriminate. Since most charities operate under various IRS tax codes the federal government could have a say whether this program is legal.

Many poor people are poor for a reason and many can't manage their finances. When the program runs out, many of its recipients will end up being worse off.

Pay very close attention to what is going on with the new SBA Payroll Protection Loans. They opened it up with preference to small businesses under 20 employees without any safeguards. All you had to do was provide a Schedule C and a bank account number. The fraud is enormous! I've been following and people are submitting multiple applications and are getting funded up to $21,000 on each one. They are now actually checking and requiring an actual filed tax return and a real bank account, previously, they were allowing money to be sent to pre-paid (like Wall-mart) debit card accounts. Last I read, since the first of the year, the SBA has paid almost $700 million in duplicate payments to the same individial "business."

This is more likely of a vote-buying scheme, and an opening to gather data into people's personal business.
All under the guise of a "charity" or similar to an NGO.
How do you expect, or hope, people will be able to rise above their circumstances, when you need them to remain where they are simply to ensure you can keep funding X, Y, and Z programs.
Aren't there already scores of various government programs these same people are receiving benefits too?
Is there a point where someone might realize working isn't going to pay as well as simply getting on all these programs so why bother? Why work on getting that education even?
Didn't George W. Bush make a comment about "the soft bigotry of low expectations"?

Its called reparations. Yea so they can spend it on tattoos, drugs and illegal guns. You talk about people living in a fantasy land, California takes the cake. These people already get free phones, free health care, food stamps, subsidized housing, child support programs and social security. Stresses of poverty, what freakin poverty. You want a freakin full time job, get an education and learn a trade. 60% of them fail out of high school because they have no interest in school or getting a better life. On top of that, for those wanting an education, its the democrats who are against school choice, school voucher programs and charter schools. Get it yet.

Will the $500.00 per month in income have any effect on a family's eligibility for food stamps, Medicaid Health Insurance, subsidized housing rental assistance, or other income based assistance? In some cases, the $500.00 per month could totally cut these families off from government assistance. While that would be a great outcome, many will flounder without this assistance and the $500.00 per month might not be worth it.

I don't see how this is legal. They are undoubtedly white, Asian, and Hispanic people who could use no-strings-attached $500/month too.
