My uneducated view is that the Military is a subset of the Executive branch. They are not an equal that is able or appointed to follow the whims of Congress. And I further believe this was an intention of the founding fathers. A Strong military is a dangerous thing. Hence the requirement that it's expenditures are limited to 2 years. The exception being the Navy, because under the thought process at the time, it was understood that such large capital items would need to be spread over a longer period of time.

Andrew Sullivan’s take on the danger posed to Dems by chaos in the streets is worth a read. I don’t agree with all of it but Sullivan seems to be making a genuine attempt to not be guided by talking points from either side of the aisle and it’s interesting to watch even if it’s not a completely successful effort. Frankly, some of what he says seems to at least partly contradict other things he’s saying but I guess that’s what happens sometimes when you’re reacting honestly and not just picking sides. Mostly what comes through is his disgust
